At the moment Im currently continuing to make character Sheets and figuring out what the general style of the game is going to be. Programmer is finally about to get that good pc they've been saving up for a really get this project moving. Still need to figure out the artist situation as well. Overall, going along smoothly
If it happens to be a game developed in C#, and the coder guy is a beginner enthusiast, C#'s gamer guide is a good resource to learn towards an intermediate level.

Okay, laying out your fighting game idea here is pretty sick. I wish I could add some ideas into the mix, but the whole thing is ambitious enough already. As a fellow video game developer, I hope you guys manage to get decently deep into development, at least.

-Changed Counter’s name to Ballast, as to not confuse it with a counter hit during a match.
-Changed Panic’s name to Pivot
-Changed Stamina’s name to Vigor
-Changed removed characters stages and names with their replacements in the Stages/Characters tabs
-Fixed some spelling/grammar mistakes (Patty, Ivan, Smith, Shoko, Adams, Zalaziris)
-Changed Ivan’s Specials to include Aftertaste amounts
Additions:
-Finished Zalaziris’ character sheet
-Added more concept sketches to Concept Sketches tab
-Added new mechanic:
–Contest: When two attacks hit at the same frame and do not hit either opponents hurtbox, a Contest occurs. Players have three seconds to choose between Grappling (Action), Strike (Any Normal Button), or Evade (Dash). Strike>Evade, Grapple>Strike, Evade>Grapple. If players do the same action, they are pushed back to neutral state
-Finished Stage suggestions (Shoko No, M-14, Victoria, Geoul)
-Lore tab is significantly expanded (SPOILERS)
-All Campaign placeholder’s have been added to the Campaign tab
the first and foremost thing you need to do i create a test mode of the game. just have a blank 2d setting and a blank character that you can control doing punches and kicks. then add in a second character where you can now program hitboxes

You shouldn't made dev log of the name and lore; names are literally the last thing you need to do.
Are you making a game or a mod? If it's an original game, you have to design the UI.
Anyway you need to choose two characters, make an character sheet and use for test for sensibilitys and fisics on game.
Them you may start worry about appearances, but you shouldn't have lore yet.
